CONCEPT FOR INCEPTION MEETING:
Pallisa civil society organizations’ Network (PACONET) was established in September 2000, It is a Network of Community Based Organizations’ (CBOs), Non-Government Organizations (NGOs), Faith Based Organization’s (FBOs) and other development actors operating in Pallisa, Budaka and Kibuku districts in the areas of Health, Education, Income Generation Activities, Agriculture, Gender, Human Rights and Environmental Conservation and the marginalized groups .
In pursuit of the above PACONET entered into formal partnership with Action Aid International Uganda (AAIU) through a Memorandum of Understanding to implement Public Financing for Agriculture project aimed at empowering the farmers with information to claim their right to demand for increase in quantity and quality of public investment in Agriculture in order to boost the productivity and wellbeing of women and men small holder farmers in the sub counties of Gogonyo, Buseta and Kasasira, Naboa and Kakule respectively in the districts of Pallisa, Kibuku and Budaka.
PACONET under the Public Financing for Agri
culture [PFA] project received funding for this second phase 2014/2017 of the project from US partners through Action Aid Uganda and we received UG shillings 78,000,000 (Seventy eight million only).
The activities to be conducted during this phase include the following:
Conduct 3 inception meetings, Conduct training of 40 old and new SABTAC(Sub county Agriculture Budget Tracking and Accountability Committee) and DABTACs (District Agriculture Budget plus women’s’ league on Agricultural evidence based advocacy, Conduct training of women’s League on Gender responsive Planning, Conduct training of SABTAC & DABTAC, women’s league on Human Rights Based Approach, Conduct 2 days Training of SABTAC and DABTAC on budget tracking skills, Facilitate SABTAC and DABTAC to attend budget conferences, Conduct Budget analysis with the district planners, Dissemination of the Inter budget analysis report, Conduct 3 District Agriculture Sector committee meetings, Conduct 3 Open Accountability Foras, Conduct 2 midterm talk shows, Quarterly governance(board ) meetings, and conduct monthly follow-ups on field based emerging issues.
PACONET has organized to hold three inception meetings in the three districts to cause awareness of the stakeholders of the second phase as the first phase of the project which started in 2012/2014 ended in September, 2014.
